Cyprus PR by Investment โ€” Regulation 6(2)

Regulation 6(2) is a procedure for obtaining permanent residency in Cyprus for non-EU citizens. To apply, you must make a qualifying investment, confirm the required income, prove the origin of funds, and comply with additional program requirements.

  • this is permanent residency, not a temporary permit;
  • status is not issued automatically after property purchase;
  • the final decision is made by the migration authority;
  • the investment and other conditions must be maintained after obtaining the status.

The program allows for several investment routes. The choice depends on the applicant's goal: purchasing a residential property, commercial real estate, investing in a Cypriot business, or a regulated fund.

New Residential Property

You can purchase a new apartment or house on the primary market with a total value from โ‚ฌ300,000 excluding VAT.

Important points

  • the property must be purchased from a developer;
  • the property must belong to the primary market;
  • you can purchase one or up to two residential properties;
  • the total value must meet the minimum threshold;
  • a regular resale apartment does not qualify for this option;
  • you must confirm payment and the source of funds;
  • the property must meet program requirements on the date of application.

The ability to buy an apartment in Cyprus and the ability to use it for Regulation 6(2) are different matters.

A specific property, company, or fund must be vetted before the transaction. Not every investment of โ‚ฌ300,000 automatically qualifies for Regulation 6(2).

Presence in Cyprus

Investment PR does not require permanent residency on the island, but the status can be lost if continuously absent from Cyprus for two years.

To maintain status, you must visit Cyprus at least once during every two-year period.

  • a short visit does not replace other program requirements;
  • holding PR does not mean automatic tax residency;
  • tax status is determined by separate rules.

Can I work?

Regulation 6(2) does not grant a general right to work for a Cypriot employer.

  • PR and a work permit are different legal statuses;
  • local employment may require a different migration basis;
  • specific director or corporate functions may be possible;
  • activities related to a qualifying company require separate assessment;
  • a spouse's employment is also not automatically permitted just by inclusion in PR.

PR should be viewed not as a one-time purchase of a status, but as a regime whose conditions must be complied with even after approval.
